Today, making calls costs practically nothing if you call from home and subscribe to have unlimited free calls to landlines and even mobile phones. The situation is different for those who have chosen internet-only subscriptions, those without a telephone or who charge the connection fee for calls, which is absolutely inconvenient. Although not exactly comfortable, it is possible to use one of the semi free services that allow you to call landlines and mobile phones with incredibly low rates and prices. The only inconvenience is that of having to use the computer to make calls and, therefore, to connect headphones and a microphone. Among the various programs for telephoning from the computer, the most famous certainly Skype which offers free PC-to-PC calls in case both people have Skype installed (in another article we therefore explained how to make calls with Skype).
Calling on Skype costs 2.1 cents for landlines (which is a little higher than the rates of other VOIP operators) and 9 cents per minute, with a connection charge of 6 cents. Skype, however, although reliable and very convenient to use even from tablets and smartphones, is certainly not the cheapest solution for making phone calls from the computer because there are similar services to spend less than Skype .
This article does not talk about services like Messenger or Skype that allow you to make voice calls between registered users. What we want to find out are web services or programs that, although with different limitations, allow you to make calls almost free of charge from your computer, on landlines and cell phones .

These services generally work and are particularly suitable for making international calls abroad or from abroad.
Before listing these found services, I recommend the Cheapest Voip site which allows you to know, for each country in the world, the lowest rate offered by internet services for landline and mobile phone calls .
1) Messagenet is the first service that I want to mention, not for a form of sponsorship, but I have been a user for several years and offers phone calls at definitely competitive prices.
To call an Italian number, the current rate is 0.0189 Euro per minute for landlines, 0.0944 Euro per minute for mobile phones, with the rate per second and no connection fee. Messagenet can be used from the PC with programs such as X-Lite and can also be used by configuring a VOIP phone.
2) InterVoip allows you to make calls from your computer to more than 30 countries around the world with very minimal rates. Calling an Italian mobile phone with Intervoip costs just 6 cents per minute. I haven't tried this service, so I can't testify about the actual quality of the calls, but a try can be really worth it.
3) CallEasy is a similar service that provides the VoipConnect program to make calls from the computer to all landline and mobile phones in the world. The rates are very low and, for Italy, you only pay 10 cents per minute to call cell phones and less than 2 cents for landlines.
4) Viber Out to make calls from PC and mobile at very low rates is an excellent alternative to Skype, even if the rates are not so low for calls to cell phones that cost 14.2 cents per minute which is too much.
6) Poivy is a program to download and install that allows you to make free calls to Italian and international numbers after registering on the site. During the registration phase, 300 minutes of free calls from the computer to Italian and foreign landlines are given away. Calls to Italian cell phones cost 11 cents per minute.
7) As written in another post, you can call fixed numbers from your smartphone for free .
8) Finally, you can make calls with Google Voice Hangouts through the web application that can be used from any computer The rate is 7 cents for calling cell phones and 1 cent for calls to landlines, which is very little and beats not only Skype, but also any other online service. Also considered that it is a Google service, besides being easy to use it has a really good quality.
