In Windows 8 the Skitch application is very similar to the program except for the fact that it can be drawn on a map to explain, perhaps, the driving directions and search for a particular place.
Skitch is not a very customizable program, but for its purpose it is perhaps the best that you can have on a PC, easy and without too many confusing options.
What is missing is the possibility to change the font of the text and to choose more colors than the 8 available for the marker.
