The first recommended program is actually a complete suite of tools for working with PDFs, ie PDF24 Creator.
To convert images to PDF, click on Tools, press the + symbol in the upper left corner, select the image files to be converted, then press the Convert to PDF button, located in the center of the program. In the next window we choose the conversion quality, then the save folder and finally we click OK.
